Learn and equip Celestial Seize

Dragon's Breath does not lend you the theft skill. Finish Foul Play, confirm Celestial Seize is permanently learned, and place it in an available Mystic Skill slot before going to Kaifeng.

Speak with Kongkong and Luo Jiu in Beast Reverie

Enter Beast Reverie in the Fairgrounds and approach the two performers inside the central show hall. Continue the exchange until Kongkong leaves and Luo Jiu asks you to recover the missing travelogue.

Checkpoint: The Dragon's Breath Wandering Tale is active.

Set daytime before looking for Liang Yuan

Liang Yuan is listed for the Chen-to-You window, roughly 07:00 to 19:00. Set a clear daytime hour before travelling south so an empty location does not send you around the old map unnecessarily.

Find Liang Yuan near the Patrol and Inspection Agency

Start from the Main South Gate Boundary Stone, walk west, then take the path north toward the Patrol and Inspection Agency in South Gate Avenue. Use this current landmark before trying the older straw-shoe-camp wording.

Checkpoint: Liang Yuan is visible as a normal, non-hostile NPC.

Use Celestial Seize to take Travelogue: Toehari

Approach from behind or slightly to the side, aim at Liang Yuan, and use Celestial Seize. Do not attack him. Confirm Travelogue: Toehari enters the quest state before leaving.

Checkpoint: The travelogue is obtained and the objective changes.

Return the book, then claim Fairgrounds Part 9

Give Travelogue: Toehari to Luo Jiu at Beast Reverie. After the resolution, open Journal, choose Wandering Tales, open Fairgrounds Part 9, and claim the completed reward so Dragon's Breath enters your collection.

Quest complete, skill missing

This is usually a collection-state problem, not a failed theft. Go straight to Fairgrounds Part 9 before travelling back to Liang Yuan or trying to restart the conversation.

Skill learned, button missing

The collection and loadout are separate. Open the Mystic Skill equipment screen, choose an available slot, and assign Dragon's Breath there.

Troubleshooting

Fix the failed checkpoint instead of starting over.

Kongkong and Luo Jiu are not starting the route.

Confirm you are inside Beast Reverie in Kaifeng's Fairgrounds, not following the old 魚龍蔓延 label as if it were a separate Global venue. Approach the performers in Solo Mode and check the Wandering Tales list for an already-active or completed entry.

Liang Yuan is not at the marked location.

Set the clock to a clear daytime hour inside the Chen-to-You window, track the Wandering Tale, and revisit the path north of Main South Gate toward the Patrol and Inspection Agency. Leave and reload the district in Solo Mode before assuming the NPC is permanently missing.

I found Liang Yuan but Celestial Seize does not appear.

Open the Mystic Skill collection and confirm Celestial Seize is permanently learned and equipped. The temporary Foul Play version is not enough after that quest ends. Reposition behind or beside Liang Yuan and make sure the Dragon's Breath objective is active.

The skill targets Liang Yuan, but I cannot take the book.

Clear hostility, stop attacking, and retry from outside his direct view. Read the objective after the cast: the route needs Travelogue: Toehari, not ordinary dialogue or a different carried item.

Liang Yuan became hostile.

Disengage instead of defeating him, leave the area, and reload in Solo Mode. The route requires an item-taking interaction on a normal NPC; combat is not a substitute for Celestial Seize.

The dialogue mentions pine oil.

Do not turn that flavor line into a shopping requirement. Current route references require the travelogue hand-in and the Journal claim; pine oil is not part of the Dragon's Breath unlock checklist.

The quest completed, but Dragon's Breath is missing.

Open Journal > Wandering Tales > Fairgrounds Part 9 and claim the reward. Current quest references list Dragon's Breath among the quest rewards, while the current skill route specifies this manual claim screen.

Fairgrounds Part 9 is not claimable.

Confirm Luo Jiu accepted Travelogue: Toehari and the tale is marked complete. Close and reopen the Journal or reload the area without discarding quest items. If the completed entry remains unclaimable, preserve the state for an in-game support report.

The skill is in my collection but I cannot cast it.

Assign Dragon's Breath to a Mystic Skill slot and check that the slot is active in the current loadout. A learned skill does not automatically replace another equipped skill.

Reloading the district, returning to Solo Mode, and reopening the Journal are reversible checks. Killing a quest NPC, discarding an item, or following an unverified reset trick is not.

How to read it

The old completion note and the current Journal claim describe the same final collection step.

The stable identity is the Chinese skill name 神龍吐火. The place labels and menu names changed around it, so search by the current English labels first and use the old images only to recognize the route shape.

Practical use

Use Dragon's Breath for a committed fire window, not as a blind cooldown press.

Short-range burst plus Burn

The current skill reference classifies Dragon's Breath as an Offensive, Single-target Burst Mystic Skill with Burn. Use it when the target will remain in front of you long enough for the direct hits and Ignition to connect.

Limit: Do not treat the single-target classification as a primary crowd-clear tool, even if enemies standing in the same line can be clipped.

A protected cast, not invulnerability

The cast grants Fortitude and damage reduction, which helps you finish the close-range animation under pressure.

Limit: The protection belongs to the cast window. It does not make an unsafe boss mechanic or badly timed animation harmless.

Intoxicated state

Dragon's Breath drinks before breathing fire and enters Intoxicated. The state supports the fire-and-wine package instead of requiring a separate bottle before every related cast.

Limit: Use the live tooltip for current duration, Vitality cost, and exact state wording; those values are patch-sensitive.

Drunken Poet pairing

A later Dragon's Breath breakthrough connects Ignition with Drunken Poet, allowing the follow-up skill to add to the burn package.

Limit: Check that the relevant breakthrough is actually unlocked. The pair is useful, but it is not a universal best rotation for every weapon, mode, or investment level.

Simple cast decision

Cast now

The target is stationary, in front of you, and the animation will finish safely.

Hold it

The target is leaving range, a boss mechanic is starting, or your cast protection will not cover the incoming hit.

Follow with Drunken Poet

Only when the relevant Ignition breakthrough is active and the follow-up fits your actual build window.
